Understanding Customs Duties

The good news is that most countries offer duty exemptions for people who are genuinely relocating — meaning if you are moving your life from the US to Ireland, the UK, or Europe, and your belongings are used personal effects that you have owned for the required period, you can likely import them completely duty-free. These exemptions are known as Transfer of Residence (ToR) relief, and they exist specifically to help people who are moving home without penalizing them financially.

Required Documents

Passport Copy
A clear copy of the photo page of your valid passport. This is used to verify your identity and nationality for customs processing. If you hold dual citizenship, you may need to provide both passports depending on the destination country.
Visa or Immigration Documents
Proof that you are authorized to reside in the destination country. This may be a visa, residence permit, Stamp 4 (Ireland), Biometric Residence Permit (UK), or equivalent document. Customs authorities need to verify that you are genuinely relocating, not simply importing goods for sale.
Detailed Inventory List

Proof of Address (US + Overseas)
Documents showing both your US address (where you are moving from) and your overseas address (where you are moving to). Utility bills, lease agreements, mortgage documents, or bank statements are typically accepted. This establishes that you are making a genuine transfer of residence from one country to another.
Bill of Lading
The Bill of Lading (B/L) is the official shipping document issued by the carrier. It serves as a receipt for your goods, a contract of carriage, and a document of title. Transfer of Residence Forms
Country-specific forms required to claim duty-free import of personal effects. In Ireland, this is the C&E 1076 form. In the UK, it is the ToR1 form. EU member states each have their own version. Transfer of Residence (ToR) Relief
Ireland offers Transfer of Residence (ToR) relief under EU Regulation 1186/2009, which allows individuals who are relocating to Ireland to import their used personal belongings and household goods free of customs duty and VAT. This relief is administered by the Office of the Revenue Commissioners and applies to both Irish citizens returning home and non-Irish nationals taking up residence in Ireland.
Eligibility Criteria
To qualify for ToR relief when importing into Ireland, you must meet the following conditions:
- ✓You must have had your normal place of residence outside the EU for a continuous period of at least 12 months before your transfer of residence to Ireland
- ✓The goods being imported must be your personal property and must have been in your possession and use at your former residence for at least 6 months
- ✓The goods must be intended for the same use at your new residence in Ireland
- ✓You must not sell, lend, pledge, or hire out the goods for 12 months after import without notifying Revenue
- ✓Goods must be imported within 12 months of taking up residence in Ireland (extensions are possible in exceptional circumstances)
- ✓Alcohol, tobacco, and commercial vehicles do not qualify for ToR relief
What Triggers Duties
Duties may be assessed on your shipment if you do not meet the eligibility criteria above, if your goods are new or recently purchased (owned for less than 6 months), if the paperwork is incomplete or filed incorrectly, or if you are importing prohibited or restricted items. Brand-new items, commercially packaged goods, and items clearly intended for resale will not qualify for ToR relief and will be subject to standard import duty and VAT rates.

Transfer of Residence (ToR1) Relief
The United Kingdom offers Transfer of Residence relief through the ToR1 form, administered by HM Revenue and Customs (HMRC). This relief allows individuals transferring their normal place of residence to the UK to import their used personal belongings and household goods free of customs duty and import VAT. Since Brexit, the UK operates its own independent customs regime, separate from the EU.
Eligibility Criteria
To qualify for ToR1 relief when importing into the United Kingdom, you must meet the following conditions:
- ✓You must have lived outside the UK for a continuous period of at least 12 months
- ✓The goods must have been owned and used by you for at least 6 months before the date of your transfer of residence
- ✓The goods must be for your personal use at your new UK address
- ✓You must complete and submit the ToR1 form before or at the time of importation
- ✓The goods must not be disposed of, lent, pledged, or hired out for 12 months after import without paying the duty and VAT
- ✓Alcohol, tobacco products, and commercial goods are excluded from ToR1 relief
Post-Brexit Considerations
Since the UK left the European Union on January 31, 2020, all goods entering the UK from outside the country — including from EU member states — must pass through UK customs. This means additional paperwork and processes compared to the pre-Brexit era. However, the Transfer of Residence relief remains available for eligible individuals. The ToR1 form should be submitted to HMRC's National Clearance Hub, and processing times can vary. EU Regulation 1186/2009
The European Union provides duty relief for individuals transferring their residence to an EU member state under Council Regulation (EC) No 1186/2009. The application is made through the local customs office (Hauptzollamt) responsible for your new address. Germany is known for thorough documentation requirements, and processing can take several weeks. French customs (Douane) administers Transfer of Residence relief through a specific application process.
